A baby card is one of the happier cards to write, and one of the easier ones to get slightly wrong: half the verses people reach for are about children in general, or about parenting, or are Jeremiah 29:11 again. These are the ones that are actually about a new life, or a prayer answered, or a blessing you can write over a child. Every one of them fits on the inside of a card.
For a new baby card

Behold, children are a heritage of Yahweh. The fruit of the womb is his reward.

Hannah, who had waited years and been mocked for her empty arms, holding her son: “For this child I prayed, and Yahweh has given me my petition which I asked of him.” If the parents waited, or struggled, or adopted, this is the verse. It carries the whole wait in one sentence.
Psalm 139:13-14
For you formed my inmost being. You knit me together in my mother’s womb. I will give thanks to you, for I am fearfully and wonderfully made. Your works are wonderful. My soul knows that very well.

Knit together in the womb; fearfully and wonderfully made. The psalm is about being known completely by God, and this passage says the knowing started before birth. For a card, it says the baby was already a person, already known, before anyone met them.
Jeremiah 1:5
“Before I formed you in the womb, I knew you. Before you were born, I sanctified you. I have appointed you a prophet to the nations.”

“Before I formed you in the womb, I knew you.” Said to Jeremiah about his calling as a prophet, so it is not a promise that every baby will be a prophet. The principle that carries is real: known before born. It is a favorite for adoption announcements for good reason.
Numbers 6:24-26
‘Yahweh bless you, and keep you. Yahweh make his face to shine on you, and be gracious to you. Yahweh lift up his face toward you, and give you peace.’

The blessing Aaron was told to say over the people, word for word. It is the best thing to write in a baby card if you want to bless the child rather than describe them: keep you, shine on you, give you peace. Traditional, and no one has ever minded receiving it.

Jesus, with parents pushing forward and disciples pushing back: “Allow the little children to come to me.” For a card it says the child is welcome at the very center of the faith, from the start, no waiting until they are old enough.

“I have no greater joy than this: to hear about my children walking in truth.” John writes it about spiritual children, but grandparents in particular reach for it, because it is a hope for the whole life ahead written by an old man who had watched it happen.
Jeremiah 29:11. It appears in more baby cards than any verse, and it was written to exiles about a return seventy years away. It is not wrong, exactly; it is just not about a baby. Psalm 127:3 is.
Write the verse by hand, then one line of your own. If the parents waited a long time or adopted, 1 Samuel 1:27 will mean more than anything else you could write. For a baptism or dedication, Numbers 6:24–26.
