In everyday speech, 'hope' means 'I'd like this to happen.' In the Bible it's closer to 'confident expectation,' and it usually shows up in the middle of hard circumstances, not after them. These verses are about that kind of hope.

Lamentations 3:22-23

Lamentations is a book of grief written after Jerusalem was destroyed. These verses sit in the exact middle of it. 'New every morning' isn't a cheerful slogan here; it's what a man says when he's lost almost everything and still finds mercy waiting the next day. That context is what gives the line its weight.
Jeremiah 29:11
For I know the thoughts that I think toward you,” says Yahweh, “thoughts of peace, and not of evil, to give you hope and a future.

Often printed on graduation cards, this verse was actually written to exiles being told they'd stay in Babylon for seventy years. The 'hope and a future' was real, but it wasn't quick. If you're in a long season, that's not a disappointment; it's the verse's original setting.
Romans 5:3-5
Not only this, but we also rejoice in our sufferings, knowing that suffering produces perseverance; and perseverance, proven character; and proven character, hope: and hope doesn’t disappoint us, because God’s love has been poured into our hearts through the Holy Spirit who was given to us.

A chain: suffering produces perseverance, perseverance produces character, character produces hope. Hope comes at the end of the process, not the beginning. And 'hope doesn't disappoint' because it rests on God's love already given, not on a predicted outcome. Paul isn't saying suffering is good. He's saying it isn't wasted, because of what it produces in a person over time. The verse ends with God's love 'poured out,' which is where the hope actually rests.
Psalm 42:11
Why are you in despair, my soul? Why are you disturbed within me? Hope in God! For I shall still praise him, the saving help of my countenance, and my God.

The psalmist talks to himself: 'Why are you in despair, my soul?' Then he gives himself an instruction: hope in God. This is the third time the refrain appears in Psalms 42 and 43. Hope in the Psalms is sometimes a decision you have to make more than once in the same day.

This hope we have as an anchor of the soul, a hope both sure and steadfast and entering into that which is within the veil;

Hope as an anchor, the only place the Bible uses that image. An anchor doesn't stop the storm; it keeps the boat from drifting. The verse says this hope reaches 'within the veil,' into God's own presence, which is why it holds.
Isaiah 40:31
but those who wait for Yahweh will renew their strength. They will mount up with wings like eagles. They will run, and not be weary. They will walk, and not faint.

The chapter opens with 'Comfort, comfort my people' and is addressed to exiles who thought God had forgotten them. 'Those who wait' means those who keep hoping when nothing has changed yet. The strength renews in the waiting, not after it.
Optimism is a prediction that things will improve. Biblical hope is confidence in God's character regardless of the prediction. Several passages above (Lamentations 3, Romans 5) were written in circumstances that weren't improving.
Romans 15:13 works well as a blessing. Lamentations 3:22-23 is short and widely known.
